Job Description
15 years of Acquisition Management or Program Management experience (Government or industry) of which 5 years must be in a
Defense
acquisition program as either a program/project manager, IPT (Integrated Project Team) lead, or sub-IPT lead. At least one year of
defense
acquisition management experience must have been obtained within the last 5 years. Must have the ability to undergo investigation for a Secret Clearance.
Acquisition Management Responsibilities:
Manages the integration of the Large Aircraft Infrared Countermeasures (LAIRCM) Program for the C-5, C-17 and C-130J Aircraft. Works closely with the LAIRCM Program Office Staff (Engineering, Finance, Logistics, Management and Procurement), Aircraft Program Offices, ALCs, AFRES, HQ AMC, ANG, Main Operating Bases (MOB) and contractors. Plans, organizes, and conducts various projects and meetings. Represents the Government at program reviews, engineering design reviews, financial and production readiness reviews, technical interchange meetings, test plan working group meetings, and logistics readiness reviews. Meets with aircraft platform program managers, engineers and installation contractors to coordinate modification activities and documentation, aircraft modification schedules, and variations to published schedules based on using command requirements. Assists in development, tracking, and analyzing key program management metrics measuring effectiveness of acquisition process and program execution. Utilizes acquisition management knowledge and experience to accomplish analysis of alternatives and risk management. Develops, reviews and advises on content, structure, and format of written documents, briefings, spreadsheets, and database reports. Reports/briefs LAIRCM Aircraft Integration/modification program status to the LAIRCM Program Manager. Develops Requests for Proposals (RFP) and other procurement documents. Evaluates the scope, content, and capability of contractor proposals and supports contract negotiations.
